The Indonesian government continues to encourage the implementation of renewable energy, one of which is Rooftop Solar Power Plants (PLTS). At the start  of year 2024, Indonesia’s Minister of Energy and Mineral Resources (MEMR) issued a new regulation, i.e. Minister of Energy and Mineral Resources Regulation Number 2 of 2024 on on-grid Rooftop Solar Power Plants or Solar Power Plants that are connected to the public electricity grid.


Several changes are highlighted for industry players, especially building owners who are interested in installing  rooftop solar system. Questions also arise from existing Rooftop Solar owners regarding the status of their systems that have either been approved or even already operational prior to the release of the new regulation. 


Who is the “IUPLTU Holder”?


The concept of “IUPTLU Holder” is central in the formulation of this latest MEMR regulation, and is therefore very important to understand:


IUPLTU = Business License to Supply Electricity for Public Use 

IUPLTU holder = PT. PLN and, in certain special areas, business area holders (Wilus).


In essence, the IUPLTU holder is the electricity provider in your area.


What is the impact of the latest regulation on prospective rooftop solar users?



  1. Rooftop Solar capacity that is to be installed is approved based on the available quota 

  1. Applications are submitted in January and July each year

  2. IUPTLU holders will give approval / rejection within a maximum of 30 calendar days

  3. Applications submitted will be responded by PLN on a first-come- first-serve basis

  4. If the application is rejected because it exceeds the quota, the application is put on the waiting list and processed in the next application period

  5. Applications will be made via the PLN Mobile application (for PLN customers) and SIMANTAP (non PLN Customers / Wilus)

  1. There will be no electricity import-export mechanism for all customer classes

  2. Rooftop Solar installed by customers are not subject to Parallel Operating Charge

  3. IUPTLU holders are required to provide advanced meters for free


Will existing Rooftop Solar be affected by the latest regulation?




If your Rooftop Solar system has not been reported to the IUPTLU holder, make sure you:

  1. Report to the IUPTLU holder within a maximum period of 3 months from the ratification date of the latest regulation

  2. If your Rooftop Solar meets the requirements, it will be declared compliant


If your Rooftop Solar system has received approval and operating

  1. The old mechanism for calculating export-import and capacity costs remains in effect for 10 years after obtaining approval

  2. If you wish to request a change in capacity from the initial request, the process will be done according to the new regulation


If you have submitted your application before the latest regulation is issued but have not received approval from the IUPTLU holder, then the request will be processed according to the latest regulation.
